A tragic shooting at the Shaker Heights Public Library on Tuesday afternoon has left an 18-year-old man dead, sending shockwaves through the community.

The Cuyahoga County Medical Examiner identified the victim as Charles Shanklin. Authorities have arrested a 15-year-old boy, who now faces multiple charges, including murder, felonious assault, and carrying a concealed weapon.

According to Shaker Heights Police Chief Wayne Hudson, the shooting occurred around 4:40 p.m. at the Main Branch of the Shaker Heights Library. Officers received a call about a gunshot victim and arrived within minutes.

They found Shanklin suffering from gunshot wounds and transported him to University Hospitals Cleveland Medical Center, where he succumbed to his injuries. The suspect attempted to flee but was apprehended a short distance away at the intersection of Ashby and Milverton roads.

Police have confirmed that no additional suspects are involved in the case. However, Chief Hudson could not provide details on what led up to the shooting, stating that the investigation is ongoing.

The shooting caused widespread panic among library patrons and staff. Many took cover in bathrooms, offices, and other secure areas as police arrived.

Antwaun Teasley, who was inside the library with his daughter, described the terrifying moments:

“I grabbed my daughter and ran to the bathroom where everyone was running. I fell, but I braced her under me. Then I got back up, and we ran into the bathroom with eight others.”

Donald King, a longtime Shaker Heights resident, recalled how he and his wife of 67 years locked themselves in a room and turned off the lights until the authorities arrived.

“I’m thinking that they should do something about these young folks hanging around here all the time, making it unsafe for people. People don’t want to come here.”

Chief Hudson acknowledged the concerns raised by residents and library patrons. He reassured the public that officers have increased their presence at the library.

“It’s just a shame that an incident like this had to happen in the community, but especially inside the library. A library should be a place for studying, reading, and relaxing.”

“For many people in our Shaker community, the library is their safe place. We are heartbroken for the victim, Charles Lee Shanklin, his family, and the other library users who experienced what no one should in their safe space.”

The library announced that both of its branches would remain closed through Friday, April 4, and would reopen on Saturday after providing grief counseling for staff.

Shaker Heights High School and the Innovative Center for Personalized Learning canceled classes on Wednesday, April 2, as the shooting involved past and present students. Counselors were made available to provide emotional support.

The shooting has renewed calls for stronger gun control measures and community safety initiatives. Shaker Heights Councilwoman Tenille Kaus, whose daughter was inside the library during the shooting, expressed her commitment to advocating for legislative changes.

“My prayers and future actions are with the families and friends of the victim, the shooter, the library workers, and all those at the library during the shooting.

Thoughts and prayers are no longer enough to combat gun violence. My resolve to enact policies that make a positive impact continues.”

Councilwoman Kaus also emphasized the importance of Safe Leave Policies, which provide victims of violence and their families with paid time off to recover from traumatic events.
